農業部已正式公告「鬼頭刀出口應遵行事項」，為了確保我國鬼頭刀順利外銷出口並落實資源管理，自 115年4月1日起，出口作業有重大調整，請大家務必提早準備！

哪些貨品受到影響？

只要出口以下稅則編號的產品，都必須先取得「漁獲來源證明書」：

鬼頭刀2項產品4月1日起增列輸出規定代號漁貨未經農業部同意不得出口

俗稱「鬼頭刀」的鱰魚是我國重要外銷魚種之一，因應市場國對進口水產品來源的重視，經濟部國際貿易署13日公告自今年4月1日起對「冷凍鱰魚」2項鬼頭刀貨品增列輸出規定代號，未來漁貨出口應檢附農業部同意文件；農業部漁業署今（14）日表示，出口漁貨須具備卸魚聲明書、漁撈日誌及交易證明等文件，才會核准出口。

我國鬼頭刀年出口值約6億元，其中約8成銷往美國。經濟部13日公告自今年4月1日起將CCC0303.89.89.42-2「冷凍鱰魚」及CCC0304.89.90.23-1「冷凍鱰魚片」等2項貨品，增列輸出規定代號「441」，並列入「海關協助查核輸出貨品表」，要求貨品輸出應檢附農業部同意文件。

漁業署副署長林頂榮表示，依據漁業署去年12月訂定「鬼頭刀出口應遵行事項」，未來「冷凍鱰魚」、「冷凍鱰魚片」貨品出口，須具備漁船的卸魚聲明書，參與「漁業改進計畫（FIP）」的漁船要上傳漁撈日誌，貿易業者則須有交易流程證明文件，漁業署就會提供出口來源證明書，同意漁貨出口。「鬼頭刀出口應遵行事項」去年12月1日公告，給予相關業者改善緩衝期，今年4月1日生效。

針對美國環境組織「看守海鮮」（Seafood Watch）曾將臺灣鬼頭刀列名「不建議採購」名單，林頂榮指出，看守海鮮將美國以外、包括來自厄瓜多、秘魯等國的鬼頭刀漁貨均列為不建議採購，漁業署推動永續海鮮政策，積極輔導臺東、蘇澳、南方澳等地漁船加入FIP計畫，朝符合MSC海洋管理委員會等永續水產標章的標準邁進，至今已有約200艘漁船加入FIP計畫。

鬼頭刀出口應遵行事項

Articles of Procedure for Exporting Mahi-Mahi

一、本事項依漁業法第四十四條第一項第九款規定訂定之。

二、本事項所定鬼頭刀（又稱鱰魚）出口之核准及文件核發等業務，中央主管機關得委任農業部漁業署（以下簡稱漁業署）辦理。

三、出口下列貨品分類號列之鬼頭刀貨品者（以下簡稱出口業者），應依本事項規定辦理：
　（一）CCC0303.89.89.42-2「冷凍鱰魚」。
　（二）CCC0304.89.90.23-1「冷凍鱰魚片」

四、出口業者出口前點鬼頭刀各批貨品，應於農業部簽審通關共同作業平臺（網址 https://permit.moa.gov.tw）提出申請，於出口前依下列規定上傳文件，經核准後始得輸出，並由漁業署核發漁獲來源證明書（格式如附件）：
　（一）輸出國產鬼頭刀，應上傳下列文件，或以上傳臺灣鬼頭刀漁業協會出具之鬼頭刀輸出證明書替代之：
　　１、各漁船各航次卸魚聲明書或各定置漁場業者完成定置網漁業查報系統填報之證明文件。
　　２、漁業人與出口業者間相關交易流程及證明資料，該資料應具可追溯性。
　　３、魚貨來源為「臺灣新港鬼頭刀漁業改進計畫」之漁船漁獲物者，應上傳各漁船各航次之漁撈日誌。
　（二）輸出他國進口之鬼頭刀，應上傳鬼頭刀貨品之進口證明文件，該證明文件並應加蓋進口之公司及負責人印章。出口業者因故未能於出口前依前項規定上傳文件者，應於該批貨品出口後十四日內完成上傳。

五、依前點規定提出申請，於申請日前一年內有下列情形之一者，得不予核准出口：
　（一）依前點規定上傳之申請文件虛偽不實。
　（二）未依前點第二項規定完成上傳文件。

I. This matter is established in accordance with Article 44, Paragraph 1, Item 9 of the Fisheries Act.

II. The approval and document issuance for the export of mahi-mahi (also known as sea bass) as stipulated in this matter may be entrusted by the central competent authority to the Fisheries Agency of the Ministry of Agriculture (hereinafter referred to as the Fisheries Agency).

III. Exporters of mahi-mahi products under the following commodity classification numbers (hereinafter referred to as exporters) shall comply with the provisions of this matter:

　(I) CCC0303.89.89.42-2 "Frozen sea bass".

　(II) CCC0304.89.90.23-1 "Frozen Carp Slices"

IV. Before exporting any batch of mahi-mahi, exporters should submit an application through the Ministry of Agriculture's Joint Operation Platform for Customs Clearance (website: https://permit.moa.gov.tw). Before export, they should upload the following documents according to the regulations. Only after approval can the goods be exported, and the Fisheries Agency will issue a Certificate of Origin of the Catch (format as attached):

　(I) For exporting domestically produced mahi-mahi, the following documents should be uploaded, or a certificate of export of mahi-mahi issued by the Taiwan Mahi-mahi Fisheries Association can be uploaded instead:

　　1. Declaration of unloading of fish for each fishing vessel for each voyage or proof of completion of the fixed net fishing report system by each fixed fishing ground operator.

　　2. The relevant transaction process and supporting documents between fishermen and exporters should be traceable.

　　3. For fish caught by fishing vessels that are part of the "Taiwan Xingang Mahi-mahi Fishing Improvement Project", the catch logs for each fishing vessel and each voyage should be uploaded.

　(II) For mahi-mahi imported to other countries, import certificates for the mahi-mahi products should be uploaded, and the certificates should be stamped with the seals of the importing company and the person in charge. If the exporter is unable to upload the documents as required in the preceding paragraph before export, the upload should be completed within fourteen days after the export of the goods.

V. If an application is submitted in accordance with the preceding paragraph and one of the following circumstances exists within one year prior to the application date, the export may not be approved:

　(I) The application documents uploaded in accordance with the preceding paragraph are false or misleading.

　(ii) Failure to upload files as required in item

　(ii) above.

鬼頭刀漁獲管制措施

Control measures for mahi-mahi catches

中華民國113年2月7日農業部農漁字第03-9962108號公告訂定發布，並自113年9月1日生效

一、本措施依漁業法（以下簡稱本法）第四十四條第一項第九款規定訂定之。

二、漁業人經營漁業及漁業從業人從事漁業作業，禁止捕撈體長未滿五十公分之鬼頭刀。
鬼頭刀體長量測方式，為吻端至尾叉之直線距離（如附圖）。
捕獲第一項禁止捕撈之鬼頭刀者，不論其尚存活或已死亡，應立即放回海中，不得持有。

三、基於國內教學或科學研究目的，經中央主管機關核准捕撈鬼頭刀者，不受前點規定之限制。

四、有下列情形之一者，依本法第六十五條第六款規定，處漁業人及漁業從業人新臺幣三萬元以上十五萬元以下
罰鍰：
（一）違反第二點第一項規定，捕撈體長未滿五十公分之鬼頭刀。
（二）違反第二點第三項規定，持有禁止捕撈之鬼頭刀。

This regulation was promulgated by the Ministry of Agriculture on February 7, 2014 (Agricultural and Fisheries Document No. 03-9962108) and took effect on September 1, 2014.

I. This regulation is established in accordance with Article 44, Paragraph 1, Subparagraph 9 of the Fisheries Act (hereinafter referred to as "the Act").

II. Fishermen operating fisheries and fishery workers engaged in fishing operations are prohibited from catching mahi-mahi with a body length of less than 50 centimeters. The body length of mahi-mahi is measured as the straight-line distance from the snout to the tail fork (as shown in the attached diagram). Anyone who catches mahi-mahi prohibited in Paragraph 1, whether alive or dead, must immediately release it back into the sea and is not permitted to possess it.

III. Those who catch mahi-mahi for domestic teaching or scientific research purposes with the approval of the central competent authority are not subject to the restrictions of the preceding point.

IV. Anyone who commits any of the following acts shall be fined between NT$30,000 and NT$150,000 in accordance with Article 65, Paragraph 6 of this Act: (i) Violating the provisions of Paragraph 1 of Point 2 by catching mahi-mahi with a body length of less than 50 centimeters. (ii) Violating the provisions of Paragraph 3 of Point 2 by possessing a mahi-mahi that is prohibited from being caught.

賴清德總統訪視鬼頭刀產業全力協助應對美國關稅衝擊

賴清德總統今（22）日率領行政院龔明鑫秘書長、農業部陳駿季部長及農業部團隊到宜蘭縣蘇澳鎮參訪鬼頭刀水產品加工廠，並於蘇澳區漁會與地方政府、鬼頭刀產業相關協會、漁會、加工及出口業者進行意見交流，說明政府針對美國對等關稅影響所提出的支持措施，期盼協助產業站穩美國及各大海外市場。

賴總統致詞表示，農漁民與農企業面對美國關稅所受到的影響，政府責無旁貸，有責任提供政策協助。固然政府已提出對策，但也擔心仍不夠周延，因此他及行政院先後與產業座談，聽取各界意見，希望政策推動後能真正解決產業的問題。宜蘭蘇澳是鬼頭刀捕撈、加工重鎮，漁業署已經提供包括金融支持、提升競爭力、開拓多元市場等照顧漁民的方案，希望透過座談聽取更多聲音，讓政策做得更好。

政府已提出具體策略與措施協助產業因應美國對等關稅

陳駿季部長指出，面對美國關稅調整政策，農業部已啟動支持方案，並舉辦多場產業座談，與農漁民、農漁民團體、產業團體及農企業面對面了解問題。農業部會與產業一起面對挑戰，同時也希望透過這次機會，讓產業持續轉型升級。

陳駿季強調，像是鬼頭刀外銷美國市場，取得MSC等國際認驗證就是非常重要的條件，如果沒有國際認驗證，就很難外銷到更高價的市場，因此，農業部在支持方案中，將補助國際認驗證費用，而後續也將協助鬼頭刀漁業協會輔導漁民落實申報漁獲資料，並研議提供相關獎勵措施。另外，對於購置或修繕漁船冷藏（凍）設施之補助比例及額度、鬼頭刀 FIP漁船通過歐盟衛生評鑑獎勵金等支持措施，農業部將適時滾動調整，做漁民最好的靠山。

農業部三大面向支持方案持續滾動調整確保鬼頭刀產業永續發展

農業部表示，鬼頭刀為我國輸美重要水產品，漁業署輔導產業成立「台灣新港鬼頭刀漁業改進計畫（FIP）」，104年獲得「可持續性漁業夥伴關係」（Sustainable Fisheries Partnership; SFP）網站正式登錄，並於113年獲美方評定為綜合等級最高之A級，鞏固鬼頭刀FIP魚貨外銷資格。為協助因應美國關稅衝擊，農業部已針對鬼頭刀產業提供三大面向支持措施，在「金融支持」方面，提供專案農貸利息補助，實質減輕業者營運資金壓力；在「提升產業競爭力」方面，補助漁船購置或修繕冷凍(藏)設施(備)、補助產銷鏈購置冷鏈運輸設備、協助取得MSC國際認驗證、獎勵漁船取得歐盟衛生評鑑，從源頭強化水產品品質與國際競爭力；至於「開拓多元市場」方面，將補助鬼頭刀國內及海外目標市場拓銷活動，同時提供輸美外銷獎勵。

今天與會的產業代表踴躍發言，針對強化鬼頭刀漁業協會運作、提高獎勵誘因以擴大產銷鏈成員等議題提出建議，賴總統與政府官員均逐一即時回應。農業部重申，為方便業者申請，支持措施已於8月7日開始受理，並開設諮詢專線03-9962108；該部也在官網設置專區，提供詳細資訊。面對國際貿易情勢的變化，農業部將持續滾動調整各項方案，作為產業堅強的後盾，透過及時且務實的支持措施，協助我國海洋捕撈產業轉型升級，鞏固國際市場地位。

President Lai Ching-te Leads Delegation to Yilan's Suao to Visit Albacore Processing Plant and Discuss Support Measures for U.S. Reciprocal Tariffs

President Lai Ching-te today (22nd) led Administrative Yuan Secretary-General Gong Ming-xin, Council of Agriculture Minister Chen Jun-ji, and the Council of Agriculture team to visit an albacore tuna processing plant in Suao Township, Yilan County. He also held discussions at the Suao District Fishermen's Association with local government, albacore industry associations, fishermen's associations, processors, and exporters. The focus was on explaining the government's support measures in response to the impact of U.S. reciprocal tariffs, aiming to help the industry maintain its foothold in the U.S. and other major overseas markets.

In his remarks, President Lai stated that the government has an unavoidable responsibility to provide policy assistance to farmers, fishermen, and agricultural businesses facing the effects of U.S. tariffs. While the government has already proposed countermeasures, he expressed concern that they may not be comprehensive enough. Therefore, he and the Executive Yuan have held successive discussions with industry stakeholders to gather opinions, hoping that the policies, once implemented, will truly address the industry's issues. Suao in Yilan is a major hub for albacore fishing and processing, and the Fisheries Agency has already provided programs to support fishermen, including financial aid, competitiveness enhancement, and market diversification. He hopes these discussions will gather more feedback to improve the policies.

Government Proposes Concrete Strategies and Measures to Assist Industry in Responding to U.S. Reciprocal Tariffs

Minister Chen Jun-ji noted that in response to U.S. tariff adjustment policies, the Council of Agriculture has launched support programs and held multiple industry forums to directly understand issues from farmers, fishermen, their groups, industry associations, and agribusinesses. The Council will face challenges alongside the industry and hopes to use this opportunity to drive ongoing transformation and upgrading.

Minister Chen emphasized that for albacore exports to the U.S. market, obtaining international certifications like MSC is a crucial condition. Without such certifications, it's difficult to access higher-priced markets. Therefore, the support programs include subsidies for international certification fees. Moving forward, the Council will assist the Albacore Fishery Association in guiding fishermen to properly report catch data and is considering related incentive measures. Additionally, for subsidies on the purchase or repair of fishing vessel refrigeration/freezing facilities, as well as reward payments for albacore FIP vessels passing EU sanitary assessments, the Council will make timely rolling adjustments to serve as the fishermen's strongest backing.

Council of Agriculture's Three-Pronged Support Programs to Be Continuously Adjusted for Sustainable Albacore Industry Development The Council of Agriculture stated that albacore is a key Taiwanese aquatic product exported to the U.S. The Fisheries Agency has guided the industry in establishing the "Taiwan Xin'gang Albacore Fishery Improvement Project (FIP)," which was officially registered on the Sustainable Fisheries Partnership (SFP) website in 2015 (Year 104) and received the highest comprehensive A-level rating from the U.S. side in 2024 (Year 113), solidifying the export qualifications for albacore FIP fish. To assist in coping with the U.S. tariff shock, the Council has provided three-pronged support measures for the albacore industry. In terms of financial support, it offers interest subsidies on special agricultural loans to substantially ease operators' working capital pressures. For enhancing industry competitiveness, it subsidizes the purchase or repair of fishing vessel freezing/refrigeration equipment, subsidizes cold-chain transport equipment for the production and sales chain, assists in obtaining MSC international certification, and rewards vessels for EU sanitary assessments—strengthening aquatic product quality and international competitiveness from the source. For market diversification, it subsidizes domestic and overseas market promotion activities for albacore and provides export rewards to the U.S.

Industry representatives at today's meeting actively spoke up, offering suggestions on strengthening the operations of the albacore fishery association and increasing incentive rewards to expand the production and sales chain membership. President Lai and government officials responded to each point in real time. The Council of Agriculture reiterated that to facilitate applications, the support measures have been accepting applications since August 7, with a dedicated hotline at 03-9962108. The ministry has also set up a dedicated section on its website with detailed information. Amid changes in international trade conditions, the Council will continue rolling adjustments to the programs, serving as the industry's strong backbone. Through timely and practical support measures, it will help Taiwan's ocean capture fisheries transform and upgrade, consolidating their international market position.

農業部與沿近海鬼頭刀漁業及遠洋漁業座談六大措施支持產業升級提升韌性

The Ministry of Agriculture held a symposium with coastal and offshore mackerel fisheries and deep-sea fisheries to discuss six measures to support industrial upgrading and enhance resilience.

因應美國關稅調整，農業部上週提出「我國出口供應鏈支持方案」，農業部黃昭欽次長今（11）日在高雄與台灣區遠洋魷魚暨秋刀魚漁船魚類輸出業同業公會、台灣區遠洋鮪延繩釣漁船魚類輸出業同業公會、臺灣鮪延繩釣協會、台灣區遠洋鰹鮪圍網漁船魚類輸出業同業公會及遠洋漁業相關業者進行座談，漁業署王茂城署長在蘇澳與沿近海鬼頭刀業者、漁會、水產加工廠及外銷業者進行座談。農業部將持續關注美國關稅政策的後續影響，但針對受影響的輸美鬼頭刀及遠洋漁獲等出口供應鏈，農業部會給予最大的支持，協助維繫美國市場。

農業部黃昭欽次長表示，農業部第一時間已備妥產業支持方案對外公布，並透過和漁民、漁產業業者座談交換意見，了解產業界的需求，滾動檢討方案，希望真正能幫助到受影響的漁業經營者。

農業部表示，面對關稅調整之不確定性，以維持產業永續及糧食安全為目標，投入資源支持沿近海鬼頭刀漁業及遠洋漁業，對於生產端、加工端及通路端，給予金融支持、提升產業競爭力、開拓多元市場三大面向的六大支持措施，包括對於有輸美外銷實績或其外銷產業供應鏈之農漁業者及農企業，農業部將補貼專案農貸利息最高1.5%，最高補貼貸款額度新臺幣5,000萬元，減輕貸款利息負擔及營運壓力；為推動外銷冷鏈體系提升產品品質維持競爭優勢，優先針對受衝擊的台灣新港鬼頭刀漁業改進計畫（FIP）船隊及產銷鏈推動冷鏈設施設備升級，提升產業競爭力。

農業部表示，將輔導台灣新港鬼頭刀漁業改進計畫（FIP）船隊及遠洋漁船取得海洋管理委員會（MSC）認證或通過衛生評鑑，提升產品價值及競爭力，藉以開拓美國以外的高端市場；獎勵辦理國內行銷活動，拓展多元通路帶動國內消費；針對可能受影響品項之輸美業者研議提供外銷獎勵，鼓勵持續銷美，也將辦理海外行銷活動、媒合通路，強化臺灣農漁產品品牌形象及曝光率，協助沿近海鬼頭刀漁業及遠洋漁業產業精進升級，厚實產業競爭力與永續發展，建構韌性漁業佈局全球。

會中業者表示，本次美國關稅調整除影響直接輸美，另因鮪類目前出口市場多以越南、菲律賓、泰國及日本為主，其中越南、泰國及菲律賓多具加工與轉運功能，後續產品多數仍轉銷至美國市場。因同受美國關稅政策變動影響，越南及泰國當地業者已評估暫停購買我國所捕撈之鮪魚漁獲或調降收購價格，對我國延繩釣漁業已造成明顯衝擊，希望將透過第三國輸美亦納入支持範疇。黃昭欽次長表示，與會者所提建議將由漁業署錄案參辦，而為持續鞏固美國市場及確保供應鏈管道暢通，農業部研議之支持方案除提供金融支持及外銷獎勵等2大主軸，並透過提升生產端及產銷鏈漁獲保鮮冷鏈設備，鼓勵船隊申請MSC認證或通過漁船衛生評鑑，符合國際市場漁獲衛生安全管理及永續漁業管理標準，強化沿近海鬼頭刀漁業及遠洋漁業產業韌性。

農業部說明，辦理座談會的目的，就是希望能讓政府單位有機會說明支持方案內容，同時瞭解產業需求並廣納建言，滾動調整支持方案。此外，農業部已成立「因應美國關稅我國出口供應鏈支持方案—農業部門」諮詢專線03-9962108已於4月8日上線，服務時間為週一至週五08:30至18:00，歡迎撥打詢問相關問題。

In Response to U.S. Tariff Adjustments, Council of Agriculture Announces "Taiwan Export Supply Chain Support Program" Last Week

Council of Agriculture Deputy Minister Huang Zhao-qin today (11th) held discussions in Kaohsiung with the Taiwan Offshore Squid and Pacific Saury Fishing Vessel Fish Exporters' Association, Taiwan Offshore Tuna Longline Fishing Vessel Fish Exporters' Association, Taiwan Tuna Longline Association, Taiwan Offshore Bonito and Tuna Purse Seine Fishing Vessel Fish Exporters' Association, and related distant-water fishing industry operators. Meanwhile, Fisheries Agency Director-General Wang Mao-cheng held discussions in Suao with nearshore albacore operators, fishermen's associations, aquatic processing plants, and export businesses. The Council of Agriculture will continue to monitor the subsequent impacts of U.S. tariff policies, but for affected export supply chains such as albacore tuna and distant-water catches to the U.S., the Council will provide maximum support to help maintain the U.S. market.

Deputy Minister Huang Zhao-qin stated that the Council of Agriculture promptly announced industry support programs and exchanged views with fishermen and fishing industry operators through discussions to understand industry needs, review programs on a rolling basis, and truly assist affected fishing operators.

The Council of Agriculture indicated that amid the uncertainty of tariff adjustments, with the goal of maintaining industry sustainability and food security, it is investing resources to support nearshore albacore fisheries and distant-water fisheries. For production, processing, and distribution ends, it provides six major support measures across three prongs: financial support, enhancing industry competitiveness, and diversifying markets. This includes subsidizing up to 1.5% interest on special agricultural loans for farmers, fishermen, and agribusinesses with proven U.S. export records or in their export supply chains, with a maximum subsidized loan amount of NT$50 million, to reduce loan interest burdens and operational pressures. To promote an export cold-chain system that enhances product quality and maintains competitive advantages, priority is given to upgrading cold-chain facilities and equipment for fleets and supply chains under the impacted Taiwan Xin'gang Albacore Fishery Improvement Project (FIP), boosting industry competitiveness.

The Council of Agriculture stated it will guide Taiwan Xin'gang Albacore FIP fleets and distant-water vessels in obtaining Marine Stewardship Council (MSC) certification or passing sanitary assessments to elevate product value and competitiveness, thereby opening high-end markets beyond the U.S.; reward domestic marketing activities to expand diverse channels and boost local consumption; study export rewards for potentially affected U.S.-bound items to encourage continued U.S. sales; and organize overseas marketing events and channel matchmaking to strengthen the brand image and visibility of Taiwanese agricultural and fishery products. This will help refine and upgrade nearshore albacore and distant-water fisheries, bolster industry competitiveness and sustainable development, and build a resilient global fisheries layout.

Industry operators at the meeting noted that this U.S. tariff adjustment not only affects direct U.S. exports but also impacts tuna exports, which primarily go to Vietnam, the Philippines, Thailand, and Japan—where Vietnam, Thailand, and the Philippines often serve processing and transshipment functions, with most subsequent products still routed to the U.S. market. Affected by the same U.S. tariff policy changes, local operators in Vietnam and Thailand have assessed suspending purchases of Taiwan-caught tuna or lowering acquisition prices, causing significant impact on Taiwan's longline fisheries. They hope third-country U.S. exports will also be included in the support scope. Deputy Minister Huang responded that suggestions from attendees will be recorded by the Fisheries Agency for handling. To continue consolidating the U.S. market and ensuring smooth supply chain channels, the Council's support programs—beyond the two main axes of financial support and export rewards—will enhance production-end and supply-chain catch preservation cold-chain equipment, encourage fleets to apply for MSC certification or pass vessel sanitary assessments, meet international standards for catch hygiene, safety management, and sustainable fisheries, and strengthen the resilience of nearshore albacore and distant-water fisheries.

The Council of Agriculture explained that the purpose of these discussions is to allow government agencies to explain support program details, understand industry needs, gather broad input, and make rolling adjustments to the programs.
